House to fast track transformation of Congress into a constituent assembly

The House of Representatives on Monday moved to fast track the transformation of Congress into a constituent assembly for the purpose of revising the 1987 Constitution.

Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. said that a resolution will be filed today by the House Committee on Rules to convene Congress into a constituent assembly and that the two chambers will vote separately.

Two more senior members of the House of Representatives lost their chairmanship as the new leadership continued a revamp of key posts including the chairmanship of the Committee on Justice.

Mindoro Oriental Rep. Reynaldo Umali’s record eight-year run as chair of the justice panel is expected to end within the month with the impending election of provincemate Rep. Doy C. Leachon as his replacement.

875 qualify as ‘Metro 3rd Skolars’

A TOTAL OF 875 college students from the Third District of Negros Occidental have passed the requirements to qualify as recipients of the Commission on Higher Education’s (Ched) Tulong Dunong program for the first semester of the school year 2018-2019.

Panel sets hearing on Federal Constitution

The hearing on the proposed Federal Constitution will push through as scheduled on August 1, Wednesday, the chairman of the House Committee on Constitutional Amendments assured today.

Southern Leyte Rep. Roger Mercado said he will continue serving as chairman of the panel and will facilitate discussions on the draft Charter, which was submitted by the Consultative Committee (Con-Com)on July 11.

“We are scheduling the Committee hearing on Wednesday, August 1. I will continue working as chairman since there are no Committee elections yet,” he said in an interview.

The Mercado panel was supposed to conduct a hearing on ConCom’s draft Charter on July 25. Mercado said they postponed the hearing as “they have to wait and see for leadership guidance.”

He maintained that the mandate of his panel is to study the recommendations made by the Con-Com, chaired by former Chief Justice Reynato Puno.

Mercado earlier said he is willing to relinquish his post if he is called to do so.

Negros Occidental Rep. Albee Benitez, chairman of the House Committee on Housing and Urban Development, disclosed that Speaker Gloria Macapagal-Arroyo met with different committee chairmen and instructed: “to continue with the legislative work and to see to it that it will not be delayed.”

'Give new Ombudsman chance to do his job'

Lawmakers on Saturday appealed to critics of newly- appointed Ombudsman Samuel Martires to give him a chance to do his job.

“Justice Martires has a very tough mission ahead of him. Let’s give him the chance to do his job,” Buhay Party-list Rep. Lito Atienza said.

“Our impression of the new Ombudsman is that he is a fair-minded person who will uphold the law without bias or prejudice,” Atienza added.

Administration and Negros Occidental Rep. Albee Benitez echoed Atienza’s view.

The gains made by former speaker Davao del Norte Rep. Pantaleon Alvarez for the PDP-Laban will be preserved as his successor, former President and now Speaker Gloria Macapagal-Arroyo pledged to remain a party member and help the president’s political party push for the administration’s legislative agenda.

Negros Occidental Rep. Albee Benitez, head of the powerful Visayan Bloc in the House of Representatives, said PDP-Laban should be expected to arrange for alliances with Hugpong ng Pagbabago and other regional political parties that share the same political principles with the administration party.

Rep. Alfredo “Albee” Benitez (Neg. Occ., 3rd District) yesterday denied allegations that he is leading fellow Partido Demokratiko Pilipino–Lakas ng Bayan (PDP-Laban) congressmen in abandoning the party.

Benitez, leader of the Visayan bloc in the House, said he does not know of any mass exodus from the PDP Laban, and that party members are aware that such move could lead to political suicide.

Negros Occidental Rep. Albee Benitez, head of the powerful Visayan Bloc and a key PDP-Laban leader in the House of Representatives on Friday laughed off speculations of an impending exodus of party members, mostly congressmen, from the president’s political party.

Benitez, who has been asked by Speaker Gloria Macapagal-Arroyo to help speed up the transition in the change of House leadership, denied he will lead fellow PDP-Laban congressmen in abandoning the party, saying that all members are fully aware that such move could lead to political suicide.
